Burgum Declares Statewide Flood Emergency

Overland flooding in McKenzie County.After touring flood affected areas along the Yellowstone River in western North Dakota and eastern Montana, Gov. Doug Burgum declared a statewide flood emergency.

In his executive order issued on Wed., March 27, Burgum cited how overland flooding has been causing road closures and evacuations as water flows increased and ice jams have forced water into low-lying areas.  In addition, the flood outlook from the National Weather Service indicates the “likelihood of significant river, tributary and overland spring flooding in the Red River of the North and the Devils Lake Basins and high water in the southern James River Basin.” 

The executive order activates the ND State Emergency Operations Plan designed to “assist local and tribal officials, alleviate hardships, implement appropriate response and recovery actions and future mitigation measures, and facilitate restoration of services and infrastructure.”

The order activates resources from the North Dakota National Guard and provides emergency relief pertaining to weight restrictions on state highways and interstates. 

According to the order, “Load restrictions for non-divisible loads and spring road restrictions for divisible loads for the affected areas and necessary counties may be waived and later reinstated for vehicles necessary for levee construction and other flood fight efforts at the discretion of the ND Department of Transportation Director.”
